Hi all , thanks for the suggestions . I have spoken to his mother and reading between the lines the parents have been inconsistent with their boundaries and discipline . They also acknowledge they need to do more to make him accountable .  They have allowed him to sit around and accepted his refusal to do chores or exercise . 

I am keeping in touch with them !
